The Fifth South China Sea Fengyun Forum, jointly organized by the Hainan Provincial Association for Science and Technology, Hainan Provincial Meteorological Bureau, the Hainan Association of Meteorology and the Hainan Provincial Key Laboratory of South China Sea Meteorological Disaster Prevention and Reduction, was held in Haikou City on December 11, 2015.

Academician Qin Dahe of the Chinese Academy of Sciences, and over 100 meteorologists, coming from the Institute of Atmospheric Physics of the Chinese Academy of Sciences, Nanjing University, the Nanjing University of Information Science and Technology, PLA University of Science and Technology, the National Satellite Meteorological Center of CMA, GSD Satellite Ground Station, Xichang Satellite Launch Center, the Unit No. 92830 of South China Sea Fleet Naval Air Force, the Hainan Branch of the Air Traffic Management Bureau of CAAC, and other meteorological departments across the country, attended the forum to discuss disastrous weather and climate in the South China Sea, and the scientific research achievements in related fields.

Academician Qin Dahe was specially invited to give a speech “Climate Change and Meteorological Disasters in the South China Sea,” expounding the facts of global climate change and the meteorological disasters brought about by climate changes and demonstrating China's efforts to mitigate and adapt to climate change, and the progress of cutting-edge research. In addition, Researcher Wang Bin and Professor Zhao Kun were specially invited to respectively give speeches “Thought on the Development of Numerical Weather Prediction” and “Application of Doppler Radar in Offshore Typhoon Monitoring and Short-term Forecasting.” Besides, experts from other colleges and institutes, and chief forecasters of meteorological departments have centered on the South China Sea meteorology, and demonstrated the latest research results, which had adopted detection means such as satellite, radar, and rocket, in typhoon scientific experiments in the South China Sea, monitoring of meteorological disasters in the South China Sea, and in technologies of forecasting and prediction. In addition to the discussion at the forum, 45 research papers on meteorological disasters such as typhoons, heavy rains, high temperature and drought in the South China Sea, were also included.

The South China Sea Climate Outlook Forum, which was founded by Hainan Provincial Meteorological Bureau in 2011, is an open academic exchange platform focusing on the tropical meteorology of the South China Sea. It is an important measure for the Hainan meteorological departments to improve the meteorological services for the South China Sea, to work together to accelerate the construction of a strong marine province, and to strengthen the construction of the meteorological scientific and technological innovation system for the South China Sea. In recent years, the forum has received attention from local government departments and social groups. The enthusiasm of meteorological workers to participate in the forum has been continuously increased, further promoting cross-industry and cross-sectoral scientific and technological exchanges and cooperation.
