South China Sea Fengyun Forum held in Haikou,China
The Second South China Sea Meteorological Forum was co-organized by Hainan Meteorology Administration, Hainan Meteorological Society and Hainan Key Laboratory of Meteorological Disaster Prevent on and Reduction of South China Sea. It was held in Haikou City, Hainan Province on November 10th, 2012.

The theme of the Forum 2012 was ”South China Sea Tropical Cyclones and South China Sea Monsoon”. 

Xu Xiangde, an academician of the Chinese Academy of Engineering, was specially invited to give a special speech “Effects of Typhoon Systematic Variability and Atmospheric Water Circulation Structure.” Also, experts from Peking University, Chinese Academy of Meteorological Sciences, the Institute of Atmospheric Physics, Chinese Academy of Sciences and National Meteorological Center of CMA were specially invited to give speeches on typhoons, heavy rains and so on. They showed the progress of frontier research in atmospheric science, and the status quo and future development direction of typhoon monitoring and forecasting in China. In addition, experts from meteorological research institutes such as Shanghai Typhoon Institute, the Guangzhou Institute of Tropical and Marine Meteorology, and the Wuhan Institute of Heavy Rain delivered academic speeches mainly on structure and intensity of tropical cyclones. Besides, scientific workers from coastal meteorological stations such as Fujian, Guangdong, Guangxi, Hainan, and Ningbo exchanged views on typhoon forecasting techniques during the past two years so as to jointly facilitate the development of forecasting.

The heads from Hainan Meteorology Administration and the Hainan Association for Science and Technology attended the forum. Nearly 100 representatives from Peking University, Chinese Academy of Meteorological Sciences, the National Meteorological Center of CMA, National Satellite Meteorological Center, Xichang Satellite Launch Center, GSD Satellite Stations, and meteorological bureaus of 8 provinces (autonomous regions and municipalities) such as Guangdong and Guangxi, also attended the forum.

The South China Sea is the southernmost territory of China. It is one of the places where monsoon bursts happen and the formation of tropical cyclones takes place. It is also one of the main water vapor sources and passages for China's inland areas. It has a pivotal geographical position and a unique tropical marine climate. The tropical cyclones in the South China Sea, South China Sea monsoon, the continuous torrential rains and so on are typical issues in academic research and are hot topics for scholars at home and abroad. 

Hainan is a province with the largest ocean area of China. It is one of the regions with the most frequent tropical cyclones, the most intense heavy rains and the most serious lightning hazards in China. It is also one of the areas where production activities and lifestyle are most restricted by weather changes. Both national security and local economic development require us to better understand the South China Sea meteorology and provide relevant services.

The South China Sea Meteorological Forum, which was founded by Hainan Meteorology Administration in 2011, is an academic activity focusing on the tropical meteorology of the South China Sea. The forum aims to bring together meteorological workers to pay attention to the South China Sea and to Hainan, the island province with the largest ocean area in China, and to discuss the formation mechanism of the meteorological disasters in the South China Sea and the scientific problems in the forecasting. Through this platform, under the academic exchange concept of “openness, communication, and cooperation”, relevant development and improvement relying on communication, science, and technology can be achieved. Also, with this forum, Hainan Meteorology Administration aims to further strengthen the meteorological academic exchanges, accumulate the research results of weather and climate in the South China Sea, promote the development of Hainan Key Laboratory of Meteorological Disaster Prevent on and Reduction of South China Sea, improve the techniques for forecasting and predicting the severe weather in the South China Sea, and enhance Hainan’s abilities of natural disaster prevention and mitigation.
